A judge has ruled that St. Landry Parish School Board member Quincy Richard is ineligible to hold office. In his decision, which was filed Tuesday morning, Judge James Doherty ruled that Richard should be removed from office immediately.
Richard has been under fire since a KATC Investigates report showed he did not wait 15 years after the end of his felony sentence to run for public office. Richard pleaded guilty in 2004 to maintaining false public records in connection with a grade-buying scandal at Southern University. Richard was a member of the school board at the time and stepped down, but he ran for and was reelected to his seat in 2010.
Richard is also embroiled in another scandal. He and fellow board member John Miller are awaiting trial on federal bribery charges after they allegedly tried to sell their votes to a superintendent candidate during the St. Landry Parish superintendent search last year. That trial begins August 19.
